President
Michael Mullin is the Founder and President of Nevada HAND. Since receiving its 501(c) 3 designation in 1995, Nevada HAND has participated in the development of over 3,000 affordable housing units and provides supportive services to approximately 1,800 low-income senior citizens, 1,100 low-income adults and 1,500 low-income children.
Prior to founding Nevada HAND, Mullin spent 14 years as a residential and commercial real estate broker with Americana Group Realtors, the largest real estate company in Nevada. As a Certified Commercial Investment Member (CCIM) of the Commercial Investment Real Estate Institute of the National Association of Realtors, Mullin specialized in the disposition of real estate owned by financial institutions and transacted over $90,000,000 in real estate sales.
Mullin is a graduate of the Builder’s Institute (GBI) offered by the Lied Institute of the University of Nevada at Las Vegas, past Chair of the Affordable Housing Advisory Council to the Federal Home Loan Bank of San Francisco. He currently serves on the Board of Directors of the Housing Partnership Network, a member-driven, collaborative of 100 of the nation’s leading nonprofit developers and lenders.
Chief Financial Officer & Chief Operating Officer
Margaret A. (“Peg”) Freman is the Chief Financial Officer & Chief Operating Officer. Joining the organization in 2002, she is responsible for the oversight of all financial and accounting transactions and reporting, including the development and implementation of related policies, procedures and reporting mechanisms for Nevada HAND and its affiliates. In addition to overseeing finance and accounting, Peg oversees Information Technology. She began her career with Price Waterhouse in Los Angeles as one of the original members of its small/emerging business group. Freman has over 30 years of accounting, finance, IT and corporate administration experience, serving as Chief Financial Officer for several organizations, including Houlihan, Lokey, Howard and Zukin, Inc., a privately held international investment banking firm; and On Stage Entertainment, Inc., a publicly traded live production company.
She has also held various financial positions in other operating companies, both public and private. Freman has a Bachelor of Science in Accounting from Indiana University, Bloomington, where she graduated with honors. She received her certification as a CPA from the State of California in 1982. She has also volunteered her time as an economics instructor for Junior Achievement and taught intermediate accounting at the Santa Monica Community College.
Executive Vice President of HAND Construction Company
Robert Feibleman is the Executive Vice President of HAND Construction Company, a wholly controlled affiliate of Nevada HAND. His duties include management responsibility for all construction activities as well as design, engineering and entitlement processing. Prior to joining HAND Construction in May 1998, Feibleman was the Construction Manager for Pacific Harbor Capital (PHC). PHC has a nationwide portfolio of over 7,000 apartments developed under the Low Income Housing Tax Credit Program.
Feibleman has over 30 years of construction and development experience and has worked in various capacities for companies in California and Oregon. Feibleman has a degree in Real Estate Finance with a minor study in Architecture from the University of Oregon and has held general contractor licenses in California, Oregon and Nevada.
Director of Operations of HAND Senior Living
Farron Bernhardt joined the Nevada HAND team in 2012, as the Director of Operations for HAND Senior Living Company, a wholly controlled affiliate of Nevada HAND. Bernhardt is responsible for the planning and operations of two affordable assisted living facilities: Silver Sky and Silver Sky at Deer Springs. He possesses 20 years of successful operations experience in the senior housing industry with an extensive amount of turnaround and acquisition experience. Bernhardt comes to Nevada HAND from Atria Senior Living in Colorado, where he served as an Executive Director for 14 years and subsequently as the Western Division Vice President. He also served as Regional Director of Operations for Assisted Living Concepts, overseeing 14 communities in Washington state. Bernhardt has several years of experience consulting for senior housing organizations, specializing in the turnarounds of challenged communities and focusing on improving operational effectiveness. He received his Bachelor of Arts in Management from the University of Phoenix.
Marketing & Communications Manager
Charlene Hadwin is the Marketing and Communication Manager for Nevada HAND. She joined the team in May 2012. Prior to joining Nevada HAND, Hadwin was the Lead Director for Fannie Mae’s Community Businesses Center offices for the Rocky Mountain Region while also serving as Director for the Nevada office. During her career at Fannie Mae, Hadwin was responsible for multiple marketing and billion dollar investment plans that produced thousands of affordable single and multifamily housing units. After leaving Fannie Mae, Hadwin served as Vice President of Marketing and Sales for the Easy Mile Log, an innovative GPS mileage tracking device company where she was responsible for bringing products to the marketplace. Throughout her prestigious career, she has held a number of executive director positions with housing and community development nonprofit organizations. Hadwin is recognized in the industry along with local and national elected leaders for addressing issues surrounding the development and sustainability of affordable housing. Hadwin completed her studies at the University of Nevada Reno in Accounting and Computer Science and is a graduate of the National Development Council, in Community and Housing Finance Development and the National Leadership Institute.
Vice President of Human Resources
Karen Whiteley is the Vice President of Human Resources, partnering with the President, Board of Directors and senior management team to build and manage all human resource functions to align with business strategies and culture. Whiteley’s responsibilities include establishing and monitoring employee policies and procedures, recruitment and retention, performance management, employee relations, internal communication and recognition programs, benefits and compensation, and compliance with all applicable federal, state and local laws. Her background includes more than 25 years in executive level positions in both Human Resources and Hotel Operations at major gaming properties, giving her a well-rounded blend of experience and strategic business perspective. After an early career in Hotel Operations with MGM Grand Hotel & Casino and Golden Nugget Hotel & Casino, she spent seven years as Vice President of Human Resources with Rio All Suite Casino Hotel, where she was responsible for growing the employee population to more than 5,000, while maintaining high morale and a union-free environment.
Whiteley continued to work in Operations and HR at Station Casinos and later at Palms Casino Resort. During her eight year tenure as Vice President of Human Resources, Palms received designation as one of the top three “Best Places to Work” in Southern Nevada for four years in a row. Just prior to joining Nevada HAND, Whiteley worked as a Talent Management consultant with Rapport Leadership International. She attended the University of Nevada Las Vegas where she pursued a degree in Business Management. Whiteley is an active member of the Society for Human Resource Management, Southern Nevada Human Resources Association, and the Southern Nevada Compensation and Benefits Association.
Controller
Kathy Carpenter is the Controller for Nevada HAND Inc. and its affiliates. Joining the organization in August 2011, she is responsible for the financial and accounting reporting for Nevada HAND Inc., its affiliates and all entities managed by HAND. Prior to joining HAND, Carpenter was the Controller for Sysco Las Vegas Inc., a leading distributor of food and restaurant supplies in the Southern Nevada and Southern Utah regions.
Carpenter has over 25 years of accounting and finance experience with such companies as International House of Pancakes Inc., Cheesecake Factory Inc. and KPMG Peat Marwick LLP in Southern California and On Stage Entertainment Inc. in Las Vegas. Carpenter has a degree in Finance from the University of Utah.
Vice President of Asset & Property Management
Deborah V. Kamprath, CPM® joined Nevada HAND in January, 2013 with 25 years of multi-family and commercial real estate experience. Kamprath was most recently Senior Vice President in charge of Asset Management with WNC & Associates, a low income housing tax credit syndicator. Prior to WNC, Kamprath was in a leadership position with MidPen Housing Corporation, one of the largest non-profit low income housing developers and managers in the United States.
At Mid Pen, she served on the Executive Team as Vice President of Asset & Property Management for over 6,000 low income housing units. Kamprath has also held a key position as Vice President of Asset Management for SunAmerica Affordable Housing Partners overseeing 140 LIHTC partnerships throughout the Pacific Northwest, N. California, Hawaii, Montana, and Utah. Kamprath has an MBA with an emphasis in Accounting from the University of Oregon, and a Bachelor of Arts in Social Work from Concordia University, in Portland, Oregon.
