President

Michael Mullin is the Founder and President of Nevada HAND, Inc., a nonprofit, community-based housing organization in Las Vegas, Nevada.  Since receiving its 501(c) 3 designation in 1995, Nevada HAND has participated in the development of over 2,500 affordable housing units and provides supportive services to approximately 1,800 low-income senior citizens, 1,100 low-income adults and 1,500 low-income children.

Prior to founding Nevada HAND, Mike spent 14 years as a residential and commercial real estate broker with Americana Group Realtors, the largest real estate company in Nevada.  As a Certified Commercial Investment Member (CCIM) of the Commercial Investment Real Estate Institute of the National Association of Realtors, Mike specialized in the disposition of real estate owned by financial institutions and transacted over $90,000,000 in real estate sales.

Mike is a Graduate of the Builder’s Institute (GBI) offered by the Lied Institute of the University of Nevada at Las Vegas, past Chair of the Affordable Housing Advisory Council to the Federal Home Loan Bank of San Francisco.  He currently serves on the Board of Directors of the Housing Partnership Network, a member-driven, collaborative of 100 of the nation’s leading nonprofit developers and lenders.

Chief Financial Officer

Margaret A. (“Peg”) Freman is the Chief Financial Officer. Joining the organization in 2002, she is responsible for the oversight of all financial and accounting transactions and reporting, including the development and implementation of related policies, procedures and reporting mechanisms for Nevada H.A.N.D., Inc., and its affiliates.   In addition to overseeing finance and accounting, Peg oversees information technology. She began her career with Price Waterhouse in Los Angeles as one of the original members of its small/emerging business group.  Freman has over 30 years of accounting, finance, IT and corporate administration experience, serving as Chief Financial Officer for several organizations, including Houlihan, Lokey, Howard and Zukin, Inc., a privately held international investment banking firm; and On Stage Entertainment, Inc., a publicly traded live production company.

She has also held various financial positions in other operating companies, both public and private.  Freman has a Bachelor of Science in Accounting from Indiana University, Bloomington, where she graduated with honors. She received her certification as a CPA from the State of California in 1982. She has also volunteered her time as an economics instructor for Junior Achievement and taught intermediate accounting at the Santa Monica Community College.

Vice President of Human Resources

Catherine Cimino, SPHR, is our Vice President of Human Resources. Cimino joined the organization in 2001 originally as a volunteer at our Country Ridge Villas Latchkey Center. As the Vice President of Human Resources, she is responsible for human resources strategy; employee relations; training; compensation planning; recruitment; employment and the Human Resources Information System.

Cimino has over 20 years of HR experience primarily in the health care industry. She has developed and implemented human resource policies, procedures and programs including the composure of employee handbooks and supervisor training on issues surrounding employment law.

Cimino graduated from Florida State University in Tallahassee with a Bachelor of Science Degree in Social Work. She is a Certified Senior Professional in Human Resources and is a member of the Society for Human Resources Management, Southern Nevada Human Resources Association and World at Work.

Executive Vice President of Asset Management

Mic Cochran is the Executive Vice President of Asset Management.  He is responsible for ensuring that all organization requirements and expectations are consistently achieved at the request of owner, partnership, investor, government and lender entities.  Cochran makes this possible through continuous financial, regulatory and risk management oversight of each property in the HAND apartment portfolio.  He works closely with all Nevada HAND affiliates to maximize the overall portfolio results and perpetuate HAND’s commitment to high standards and property excellence.  Cochran’s duties include supervision of compliance functions for qualifying residents through the Low Income Housing Tax Credit, HOME and other funding programs.  Additionally he is the President of Silver Sky Assisted Living Management Company, an independent company that manages two assisted living communities originated as part of HAND’s affordable housing mission.

Cochran served as the Director of Portfolio Management with Lennar Affordable Communities prior to joining HAND Property Management Company in 2001.  He was accountable for the overall performance of Lennar’s asset portfolio comprised of 70 apartment properties with over 9,200 units in 18 states.  Cochran interfaced with various departments including acquisitions, development, construction management, corporate investment and accounting/performance reporting.  His previous experience includes 14 years of work with U.S. National Bank of Oregon.  Cochran holds a B.A. in Business Administration from Portland State University and is a licensed broker-salesperson in Nevada.

Executive Vice President of HAND Construction Company

Robert Feibleman is the Executive Vice President of HAND Construction Company, a wholly controlled affiliate of Nevada H.A.N.D., Inc.  His duties include management responsibility for all construction activities as well as design, engineering and entitlement processing.  Prior to joining HAND Construction in May 1998, Feibleman was the Construction Manager for Pacific Harbor Capital (PHC).  PHC has a nationwide portfolio of over 7,000 apartments developed under the Low Income Housing Tax Credit Program.

Feibleman has over 30 years of construction and development experience and has worked in various capacities for companies in California and Oregon.  Feibleman has a degree in Real Estate Finance with a minor study in Architecture from the University of Oregon and has held general contractor licenses in California, Oregon and Nevada.

Resident Services Manager

Sue Markham is the Resident Services Manager, supervising the Resident Service Coordinators and Transportation staff.  She is responsible for the design, development, implementation, monitoring and evaluation of programs and services to ensure our residents have an optimal quality of life experience at all Nevada HAND properties. 

Markham has over 25 years of experience in human service and has served in the past as: Director of Programs for a New York State Community Action Agency; Research Foundation, Supplemental Security Income Program Manager at the State University of New York at Plattsburgh; local Director of Homeless Services for a national organization, and adjunct instructor for the College of Southern Nevada’s Soft Skills program.  Sue was a member of Cornell University’s inaugural Training Institute on Family Empowerment and served her community as the staff trainer.  She holds a degree in Hotel Management, and has volunteered with service organizations, hospice and Special Olympics.

Vice President of Property Management for HAND Property Management Company

Richard Bradley is the Vice President of Property Management for H.A.N.D. Property Management Company (HPMC) and oversees a portfolio of 32 affordable properties consisting of 3,152 units.  Bradley has 30 years of property management experience, which began in 1981 as a site manager and Compliance Specialist for Infinity Management in California, He has worked as a Commercial Property Manager for Grubb & Ellis and as a Regional Property Manager for Goldrich & Kest, Community Management, Inc., General Services Corporation and Palms Associates. 

He has also worked as Vice President of Property Management for Gateway Property Management and Abode Communities before joining HPMC.  He has managed family, senior, special needs, garden, mid-rise, high-rise, affordable, conventional, commercial and industrial properties in the states of Nevada, California, Oregon, Washington D.C., Maryland, Virginia, North Carolina, Texas, Louisiana, Colorado, Ohio, Illinois and Puerto Rico.  Bradley holds a Bachelor of Arts from the University of Alabama and retains a R. E. Broker’s license in California.
